I found the Win32.Murlo virus was an add-in in the Internet Explorer. I went to Tools -> Manage Add-Ons -> Enable or Disable Add-Ons. There was and entry that was masked as a Video Driver by Kodack. The actual executable was Toprates.dll. I disabled this add-in and the popup quit appearing. I presume deleting the actual executable would not be a bad idea.

I also disabled this add-in and the popup quit appearing.
